                   CORPORATE OPEN ACCESS AND CORPORATE ARCHIVE POLICY

JUSTIFICATION

a) Academic access in printed and electronic media at Bandırma Onyedi Eylül University; To establish an Institutional Academic Archive system in accordance with national and international open access standards to ensure the collection, compilation and preservation of employees (articles, books/book chapters, theses, projects, reports, conference notices, presentations, technical documents, data sets, posters, video recordings, etc.).

b)To present the Institutional Academic Archive created in accordance with international open access standards to the world scientific community.

BASIS

a)This policy text has been prepared based on Article 4/c of the Higher Education Law No. 2547 and the letter of the Council of Higher Education dated 02.04.2014 and numbered 36054236-806.02.04-06-19957 and its additional document, the Higher Education Open Access and Institutional Archive Policy.

CONTEXT

a)Open access is one of the tools that enable sharing scientific research in a different unit than the traditional subscription model of academic publishing. This system strives to reduce barriers to accessing academic studies; It has a significant potential to increase scientific studies and enrich educational content. On the other hand, it directs publication costs so that readers, practitioners and researchers have free access to the content.

b) Sharing open access academic works produced within Bandırma Onyedi Eylül University will make it possible to increase the visibility of these studies and the recognition of the university, and will enable more project support from the public and private sectors for new research. For this reason, it was decided to establish an open access mechanism through which academic studies related to university affiliation can reach the general public.

PURPOSES

a) To collect, compile and share the data of academic studies produced in printed and electronic media at our university through the Institutional Academic Archive System to be established within Bandırma Onyedi Eylül University.

b) To ensure that academic studies produced within Bandırma Onyedi Eylül University are compiled in accordance with international open access standards and preserved in our Institutional Academic Archive and to create an institutional memory.

c) To ensure that the academic studies produced within Bandırma Onyedi Eylül University are made available to the whole world through the open access system in accordance with international standards.

d) To ensure that scientific research taken into account in appointments, promotions and other in-house evaluations is stored in our Corporate Academic Archive.

DEFINITIONS

Open Access:It refers to the ability to access academic work conducted by a member of Bandırma Onyedi Eylül University in a digital environment, without paying any fee and without encountering any obstacles. These studies include articles that have the right to be published in an academic journal, theses, project outputs, books/book chapters, reports, conference proceedings/presentations, technical documents, data sets, posters, video recordings and open course materials.

Institutional Academic Archive:It refers to the system in which all studies resulting from the research, funds received and creative activities of Bandırma Onyedi Eylül University members are archived and made available for open access.

Immediate Archiving/Optional Access:It refers to the process of immediately archiving and making accessible a copy of academic studies in the Bandırma Onyedi Eylül University Open Access System, provided that the peer-reviewed units are not later than the publication date.

Bandırma Onyedi Eylül University Members: Bandırma Onyedi Eylül University academic staff, administrative staff, master's and doctoral students are named "Bandırma Onyedi Eylül University Members".

Personal Archiving:It refers to the process of storing the intellectually contributed work of a member of Bandırma Onyedi Eylül University in the Open Access System of Bandırma Onyedi Eylül University.

Embargo: It means that research results are kept inaccessible for a certain period of time (between 6-12 months), but in cases where a patent is obtained, they are opened to access after the patent is obtained.

SCOPE

a)This policy covers all academic studies supported directly or indirectly by Bandırma Onyedi Eylül University and carried out by members of our university. The studies carried out by members of Bandırma Onyedi Eylül University outside Bandırma Onyedi Eylül University are made available in the Open Access System upon request.

b) With the Open Access System, it is ensured that the publications (articles, books/book chapters, projects, reports, course materials, conference notices/presentations, technical documents, data sets, posters, video recordings, theses, etc.) of Bandırma Onyedi Eylül University members in a dispersed environment are recorded in the Bandırma Onyedi Eylül University Open Access System and these resources are presented to all stakeholders by paying attention to copyrights.

c) If the academic work of a member of Bandırma Onyedi Eylül University has previously been stored in a different open access archive and is accessible via the internet, there is no need to re-store it in the Bandırma Onyedi Eylül University Open Access System. If the researcher wishes, support is given to save this study in Bandırma Onyedi Eylül University Open Access System.

PRINCIPLES

1. A member of Bandırma Onyedi Eylül University submits a full-text copy of the academic studies and the bibliographic citation of the relevant article in digital format to the Institution Academic Archive to be created within the Bandırma Onyedi Eylül University Library and Documentation Department. This process is followed up by Bandırma Onyedi Eylül University Library and Documentation Department.

2. Members of Bandırma Onyedi Eylül University can store the works they have done in collaboration with more than one author from more than one institution in the Bandırma Onyedi Eylül University Open Access System. The first author is responsible for the storage of publications, defining access issues for publication (open access, embargoed open access, limited access) and the quality of the bibliographic data provided.

3. Members of Bandırma Onyedi Eylül University are responsible for immediately archiving their peer-reviewed and approved articles for publication in a journal and published conference proceedings in the Institutional Academic Archive system and making open access to these publications without any obstacles. Except for completely blocked broadcasts, access is subject to embargo etc. Publications restricted due to circumstances must be made available for open access at the end of the embargo period.

4. a) Researchers who wish to obtain patents for inventions obtained from master's and doctoral theses managed by Bandırma Onyedi Eylül University will have their research made open access available in the Institutional Academic Archive with a delay at the end of the patent period. In addition, if there are conditions that prevent open access due to contracts made with institutions supporting the theses, national security and similar reasons, the theses should be made available for open access after these conditions are eliminated.

 b)A commitment will be obtained from the authors of master's and doctoral theses that do not have any restrictions on open access by the relevant Institute Directorate in order for their works to be made available for open access in the Bandırma Onyedi Eylül University Corporate Academic Archive system.

5. Books, book chapters, projects, research reports, agreement documents, data sets, posters, video recordings, etc. prepared by the members of Bandırma Onyedi Eylül University. Publications are immediately stored in the open archive and made available for restricted access.

6.When data becomes available for copyrighted research, it should be archived as soon as possible and this metadata should be Open Access from the moment of archiving.

7.As of January 1, 2019, publications of Bandırma Onyedi Eylül University members in the Institutional Academic Archive will be taken into account in appointments, promotions and other internal evaluations.

8. Within the framework of legal conditions, a member of Bandırma Onyedi Eylül University gives approval (gives a letter of undertaking to the representative of the academic unit) to store an electronic copy of his/her academic studies in the Open Access System with a license agreement all over the world, in a way that does not violate the terms of the agreements made with the publishers.

9.Bandırma Onyedi Eylül University encourages open access to scientific publications and supports the publication of publications in open access journals. It assists researchers in facilitating storage, training researchers in the use of the archive, providing information about copyrights, reviewing data management plans, and developing a preservation plan.

10.Bandırma Onyedi Eylül University Library works in coordination with university members to compile publications and archive them in the Institutional Academic Archive system in accordance with standards.

11.Bandırma Onyedi Eylül University Information Technology Department coordinates the installation, updating, backing up of the Institutional Academic Archive system and data transfer to the Higher Education Open Access System in open access standards.

12. If academic research that is not available in the digital environment is delivered to the Library and Documentation Department, its transfer to the open access system is done by the Library and Documentation Department.

LICENSING

Each member of Bandırma Onyedi Eylül University accepts and approves that the work to which they have contributed intellectually will be stored publicly in the Bandırma Onyedi Eylül University Open Access System, in accordance with the distribution and preservation principles, within the framework of the legal conditions, without violating the terms of the agreements made with the publishers.

EFFECTIVE IMPLEMENTATION OF THE POLICY

a)Bandırma Onyedi Eylül University Rectorate is responsible for the preparation and implementation of Institutional Academic Archive policies. The Rector also assumes the role of executive in resolving disputes that may arise and changes that may be made in the policy, when necessary.

b)The Rector of Bandırma Onyedi Eylül University pioneers the establishment of the Institutional Academic Archive Advisory Board and acts as the executive of this board, which consists of academic unit, library and IT representatives.

c) The Institutional Academic Archive Consultation Rules are required to evaluate the policy every year within the first three years following the entry into force of the Institutional Academic Archive policy, and every three years at the end of these three years. The Board is responsible for revising or changing the policy when deemed necessary. Suggestions and opinions are submitted to the Rectorate of Bandırma Onyedi Eylül University.

ENFORCEMENT

The Institutional Open Access and Institutional Archive Policy comes into force on the date it is accepted by the Bandırma Onyedi Eylül University Senate.
